Compared to other leaders, you're completely right, his (alleged) crimes are insignificant. He is the embodiment of "Ah sure" politics in Ireland though.

He is still extremely popular. Despite the allegations before the election, he had absolutely no problems being voted back into office.
Even now people are outraged that he has to leave. Have a look at the letters pages of the Irish Times for some example.
