I think you can by the bags and stickers at lots shops in the county.&lt;br&gt;I'd presume there are private collectors in your area also.  The local governments were running radio ads advising everyone to ensure that any private collectors were properly licensed.&lt;br&gt;Yearly vs. weekly payments: there are supposed to be use-based charges. I think the CoCo use volume (you pay for a full bin every time you put it out), others use weight-based charges. About the only 'government' thing that we can do online in this country is pay our car tax, anything outside of that be prepared to spend a morning on the phone to sort it out.
